 THE ROLE OF THE ARMY IN PEACETIME  

   a)               Serve as  a huge national school – for good citizenship; acquiring a profession; elementary and general education.  
     
 
b)      Execution of National Projects – Roads, sir fields, trains, development of land for settlement.  
      
c)      Serve as center for technological and scientific progress.  
   
d)             Be  a smaller burden  upon The National Budget.  

These targets can be reached in two principal ways:  

a)         a)         the structure of the Defence Structure will be adapted not only for defence, but also to the ability of the nation to bear the load (example: Israel has a Reserve Structure, Frontier Settlements, Territorial Defence);  

b)        b)          The Army assists the national economy in performing the above.  

General Principles for the Action Plan:  

a)        a)          set a plan of National targets, which can be achieved.  
  
b)          Set up a proper Legal Framework (volunteering, salaried, duration of time).  
 
c)          Endow the Organization with suitable status - selection of excellent people ( a small nucleus at first); outwardly signs: uniforms, unit emblems, unit anthem.  It is important that here the emphasis will be on  caring for the people.  
 
d)          A set program for Education and Public Relations.  All participants must  understand and share the principle idea and its implementation and have to be on par in General Education.  
 
e)           Each soldier must realize that there is a common target, but must also realize that he himself will gain by acquiring a productive profession and get a degree.  
 f)
  Such a plan must be well coordinated in the general objectives and economic plans of the Nation.
